INDIAN EXPRESS: “Modernised T-90S tank is the next step in development of Russian tank- building”




Interview with Oleg V. Sienko, CEO, Uralvagonzavod


Uralvagonzavod has a very rich history. What was it like in terms of growth and problems?

Uralvagonzavod history is eventful and dates back to 1936, i.e. the year of establishment of the enterprise in Nizhny Tagil. Over its history Uralvagonzavod has made more than 100,000 tanks of different modifications and more than 1,000,000 railway cars. As of today, the most important event for Uralvagonzavod has become the decision to establish a holding company on its basis in 2007. It incorporates more than 30 industrial enterprises, scientific centres and design offices. A new stage in the enterprise history has started from this moment.

What are the major activities of the company? What new projects are you going to initiate in the near future? Are there any specific plans related to India?

Besides producing armoured vehicles, artillery systems, and other armament for land forces, Open Joint Stock Company «Research and Production Corporation «Uralvagonzavod» is the largest manufacturer of modern railway, road-building and agriculture vehicles in the Russian Federation. It also makes other products, including trams, equipment for oil industry. Research and development are in progress for each line; new competitive products are made.

As far as the plans with the Indian partners are concerned, I would like to dwell briefly upon the history of co- operation with India. It started in 1984 when production of assemblies, aggregates and devices for tanks T-72M1 was mastered by joint efforts of our specialists at the Indian factories. In 1984, the first tank T- 72M1 made of the Indian and Soviet components rolled off the production line. Later, USSR contributed to establishing of a factory that still operates. The next stage of our cooperation was marked by winning a tender and signing a contract with the Ministry of Defence of India on T-90S tanks supply in 2001.

Now we proceed to a new stage of our cooperation, which is not limited to licensed production, but implies joint high-technology projects on modernization of existing samples of weaponry and development of advanced ones.

India is one of the largest armaments importers and Russia is its main supplier. What do you think of the Indian armament market?

Prior to estimating Indian armament market, I would like to point out that bilateral relations between the Russian Federation and the Republic of India are rested on strategic partnership, which in our opinion determines the longterm multi-aspect nature of our cooperation. The key features of Indian market are first of all, the volume, complexity and manufacturability of offered products, high level of competition.

Recently, you have exhibit- ed the modernized T-90S tank in India and offered it to the Armed Forces of India. What is the proof that the Indian army needs the new tanks?

Modernized T-90S tank is the next step in the development of the Russian tank- building. All of the T-90S features were upgraded, which instilled more combat and operational capabilities. In compliance with the world tendencies at the heart of modernization were measures aimed at improving fire power, namely the new combat turret module.

The module is equipped with a highly-automated fire control system and ensures superior characteristics as for the range of effective fire, time of preparation for firing, range of target detection and identification at night. The maximum efficiency of tank armament operation is achieved by provision of gunner’s and commander’s equal searching capabilities. It provides the fire control system with high-performance mode «hunter-killer». In order to realise high fire power potential of 125-mm tank gun, modern ammunition is used.

Protection system against conventional means of destruction was upgraded. Today it has a modular armoured protection with improved ERA of the front projection, slats for side projection and splinter-proof liners found on inner surfaces of the driving and fighting compartments. There is an automatic screening system with applicable manual mode.The tank is equipped with electromagnetic protection system.

Battle management system, digital communication channel, inertial and satellite navigation systems, VHF radio set with two independent radio paths and auxiliary electric power supply unit are among the special- equipment of the tank. Air-conditioning system is available for fighting and driving compartments. The latest generation T-90 series tank is essentially superior to its predecessors in main parameters defining its combat efficiency.

Primarily, these parameters are as follows: advanced fire damage, anti-tank weapons resistance, life support system and mobility. The Indian army can evaluate the above mentioned characteristics of the modernized T-90S tank and ultimately use them.

Do you consider India to be a potential market for the modernized T-90S tank?

?In spite of the fact that India is a country of up-to-date tank industry manufacturing indigenous Arjun tank as well, we hope that the modernized T-90S tank will find its place in the Indian market.

Do you intend to produce the tank designed for the Indian market??

It depends on request of our Indian partners.

This June turned to be the most productive for Uralvagonzavod. Could you please share your strategy developed for achieving success?

The strategic goal of OJSC «Research and production corporation «Uralvagonzavod» is to become a leader among the world manufacturers of land forces equipment, which can be done through the following:

- New markets development

- Product diversification

- Consolidation of scientific and technical potential

- Innovative approach in development, production and ?control

- Use of the best world experience

- Effective social politics

To achieve the goal, we created the prerequisites in the form of a fair product portfolio. They also include advanced development of new armoured vehicle samples and the updating programs for earlier products. We are the designers, manufacturers and suppliers of military and support systems at a time. This comes as one of our competitive advantages. ?OJSC «Research and Production Corporation «Uralvagonzavod» integrates major designers and manufacturers of tanks,tank-based vehicles, combat reconnaissance and HQ command vehicles, and self-propelled and towed guns.

The corporation performs the following tasks:

UVZ & Bombardier: the future of rail transport



UVZ Corporation initiated a special session at «Transport of Russia — 2012» international forum. At the session Russian and foreign manufacturers together with government representatives and transportation carriers discussed the advantages of rail transport and its development. Flavio Canetti, Senior director of business development department, Bombardier Transportation, spoke about innovative and effective solutions for the Moscow Metro.

He presented the project of a new metro train which is high above the minimum requirements of the tender held for rail cars for the Moscow metro. In particular, wider doors allow loading and unloading passengers more than twice as fast. The new passenger compartment air distribution system creates favourable climate inside the train. The suggested metro train will be produced in Russia by UVZ Corporation using Bombardier technologies. According to Oleg Sienko, CEO of OJSC «Research and Production Corporation «Uralvagonzavod», the same approach will be used when producing modern high speed trams.

Sienko claimed that the look of Moscow for the next 30 years will be re-defined by the modernization of public transportation which is to employ world leading specialists. Presumably, other cities will follow the lead. Another point discussed at the session was programs for freight car market.

Oleg Sienko voiced strategies offered by rolling stock manufacturers and consumers. The strategies could maintain the market and give an impetus for manufacturers and consumers to opt for innovative products. Introducing a new federal program to support demand for rolling stock could be the first step towards there. UVZ leader also spoke against railway cars life extension, because the ones that are used now went out of date and no longer meet operating and safety requirements.

Alexey Tsydenov, Deputy Transport Minister of Russia summarized the session. He noticed that the ministry is focused on the issues of transport infrastructure in urban conglomerates and rail transport development. The government is working on demand stimulation for new generation freight cars.

Serbia, Russia boost ties



Deputy Premier of Russia Dmitry Rogozin has discussed military-technical cooperation including upgrade of Serbian equipment that would be performed by Russian facilities during his visit to Serbia. T

he President of the Republic of Serbia Tomislav Nikolic, Prime Minister of Serbia, Minister of Internal Affairs Ivica Dacic and First Deputy Prime Minister of Serbia, Minister of Defence Aleksandar Vucic have participated in the negotiations. On behalf of Russian delegation spoke Oleg Sienko, CEO of OJSC «Research and Production Corporation «Uralvagonzavod».

They tackled the possibilities to expand partnership, in particular, cooperation between production facilities, including aviation modernization, equipping heavy and light armoured vehicles and ammunition manufacturing. In the course of negotiations, Russian enterprises offered the Serbian party to modernize armoured fighting vehicles that Serbian army has in its arsenal.

«Our specialists have studies the Serbian potential of defence production and have concluded that it is fully capable of manufacturing competitive items», said Dmitry Rogozin. This way, according to Rogozin, Russian-Serbian military technical cooperation lies in modernization of military equipment produced in Russia and joint manufacturing. «I am referring to a wide range of ammunition products», explained Rogozin. «This all is in the protocol that we are about to sign».

NEW TECHNOLOGICAL SOLUTIONS



Memorandum of Understanding between Siemens and UVZ was signed at the conference «Solutions for Cities», which took place during the visit made by Angela Merkel, Chancellor of Germany, for intergovernmental consultations with Vladimir Putin, President of Russia.
The Memorandum was signed by Oleg Sienko, CEO of OJSC «Research and Production Corporation «URALVAGONZAVOD» and Peter Löscher, President and CEO of Siemens AG. This memorandum creates a solid foundation for mutually beneficial cooperation of the parties on implementation of the product lifecycle concept at UVZ enterprises. «Russia is a very important market for Siemens.
With a comprehensive portfolio of innovative solutions for the product lifecycle management in industry we are a reliable partner for optimization of manufacturing and business processes at URALVAGONZAVOD», — Peter Löscher said. According to the signed document the parties will perform a joint action programme on modernization of production and introduction of new Siemens technological solutions for the product lifecycle management (PLM) in order to upgrade UVZ product range, which will be accompanied by decreasing costs and increasing output, rising labour productivity, environmental friendliness and energy efficiency.
Cooperation on modernization of business processes includes implementation of an integrated package of Siemens products under Siemens technical support, which will ensure end-to-end manageability and controllability of product development processes at URALVAGONZAVOD as well as information support for further operation. This joint project of Siemens and URALVAGONZAVOD is strategically important for implementation of innovative technologies of product lifecycle management in Russia and, consequently, for further development of the Russian machine building industry, based on state-of-the-art solutions corresponding to modern international efficiency standards.

PRESIDENT VLADIMIR PUTIN’S VISIT TO URALVAGONZAVOD
















President of the Russian Federation, Vladimir Putin, paid his first official visit after inauguration to URALVAGONZAVOD Research and Production Corporation. President Putin saw the main tank production line, met UVZ workmen, and discussed military-industrial complex development prospects.
The major part of the event was Vladimir Putin’s visit to the machine-assembly shop. There President Putin saw the first Russian modern armour fighting vehicle production line and met factory workers – URALVAGONZAVOD working committee activists. The committee was created in December 2011 to endorse Vladimir Putin for the Presidential Election 2012. Further the committee developed into trans-regional socio-political movement In Defence of the Working Man.
“I would like to thank you for your pro-active stand and support”, said President Putin. However as you know, after all these battles, the most laborious and demanding time comes when we need to work hard and perform strongly. This applies to me, the prospective government, the governor, the Presidential Envoy and all of you”.
According to President Putin, a three-year contract for 19 billion roubles (with 6 billion roubles coming this year) has been signed between the Ministry of Defence and URALVAGONZAVOD just recently. This contract will give mechanical assembly production shops a full load of work. Vladimir Putin has also pointed out that 6.2 billion roubles were allocated to upgrade URALVAGONZAVOD within the frame of the federal special-purpose programme for military-industrial complex development.
President Putin approved of the UVZ executives’ policy and said that 14.2 billion roubles allocated for the corporation by the government during the crisis was a solid investment. As a result, URALVAGONZAVOD’s 2011 profit amounts to 14 billion roubles.
At the end of the meeting Vladimir Putin left a thank-you note in the UVZ memory book. “With gratitude and love,” he wrote.
After that President Putin saw some advanced designs of armoured vehicles developed by URALVAGONZAVOD and such projects as Armata, new Nizhny Tagil machine-building plant and new Training and Exhibition Centre at Staratel testing area.
Besides, a meeting was held on new requirements for Russian military-industrial complex. The meeting was attended by President Putin, the executives of Russian Technologies State Corporation, Rosatom Corporation, URALVAGONZAVOD CEO Oleg Sienko, the factory workers and others. They discussed priorities set in Vladimir Putin’s article “Be strong: guarantee of national security for Russia”.

NEW WAY TO ALGERIA



The Chamber of Commerce and Industry of Russian Federation saw organizational meeting of the Russian-Algerian Business Council. Oleg Sienko, CEO of OJSC «RESEARCH AND PRODUCTION CORPORATION
«URALVAGONZAVOD», has been unanimously elected chairman for the Russian part of the Council. Georgi Petrov, RF CCI Vice President, Smail Chergui, Ambassador of the People’s Democratic Republic of Algeria to the Russian Federation, Tatiana Gvilava, Director of the Russian-Arab Business Council have spoken at the meeting and they have noticed that
Oleg Sienko has excellent business qualities and managerial skills, the company that he runs is efficient. They are looking forward to development of mutually beneficial cooperation between Russian and Algerian companies. Oleg Sienko in his turn thanked the audience for their confidence and outlined the main areas of activity for the Russian-Algerian Business Council in 2013. Close cooperation of the Council and the Intergovernmental Commission on Trade-Economic and Scientific and Technological Cooperation would be of high priority.
Alexander Novak, Minister of Energy of the Russian Federation co-chairs the Commission on behalf of Russia. Moreover, Sienko mentioned that the two countries have a high cooperation level in military technical and energy areas. Oleg Sienko set the same level as a goal for other economic sectors, machine-building industry in particular. Program for the Council for the upcoming year was also approved at the meeting. Such major events as International oil and gas exhibition at Hassi Messaoud, 11th session of Russian-Arab
Business Council and international Arabia-EXPO exhibition are in the program among others. Russian-Arab Business Council was established in March 2006 within a framework of Strategic partnership declaration that was signed by the heads of the states in 2001. The major tasks of the Council are providing assistance in establishing business contacts between businessmen in the two countries, informational base extending, investment growth, joint ventures establishing. Largest Russian companies such as Gazprom, Rosneft, Stroitransgaz, Rostechnologii are in the Council.

INNOTRANS-2012: UVZ TRANSPORT TECHNOLOGIES

























Research and Production Corporation «URALVAGONZAVOD» displayed its products at InnoTrans, International Trade Fair for Transport Technology Innovative Components, Vehicles, Systems which opened in Berlin on 18 September. Wide range of innovative products such as railway vehicles, urban transport, road-building and agricultural machinery, TMV-2 rail/road shunting vehicle, let UVZ take its rightful place among the participants of the world’s largest transport technology exhibition.
Among other things, UVZ and the global transportation corporation Bombardier held negotiations on modern tram manufacturing and in the future, metro coaches. Germar Wacker, President Light Rail Vehicles, Bombardier Transportation and Semion Mlodik, Deputy Chief Executive Officer, Head of Division of road construction and agricultural machinery, UVZ, toured the Bombardier open space exhibition stand. There Wacker and Mlodik saw modern Flexity 2 tram and discussed further co-operation.
Mr. Wacker confirmed Bombardier’s intentions to enter Russian urban electric transport market. He said that every large city needs convenient budget- and eco-friendly transportation — modern trams. Given that passengers are of top priority for Bombardier, the company pays particular attention to comfort. Moreover, up-to-date technologies secure rolling stock safety, smooth running of trams and trouble-free operation. «We are glad we signed cooperation agreements with URALVAGONZAVOD. UVZ is the leading Russian manufacturer and we suppose we have high chances of project realization with such a serious partner. We are aware of our Russian partner’s production capacities and scope of knowledge and we consider long-term co-operation,» said Mr. Wacker.
According to Semion Mlodik, it’s Bombardier who produce the best and most up-to-date trams today. This is why the project shouldn’t be confined to Russia, but rather extend to the Baltics and the CIS. «We will participate in all tenders in Russia and CIS with the agreement signed by UVZ and Bombardier. We intend to produce trams on the basis of Uraltransmash in Yekaterinburg. Every model will be designed individually to suit each particular town. Everything will be taken into account — the town image, its tracks condition and infrastructure. Many Russian companies are present here at InnoTrans exhibition. And we will communicate with all of them in order to determine optimal technical parameters,» said Mr. Mlodik.

UVZ ANNOUNCES SIGNING LONG-TERM PARTNERSHIP AGREEMENT WITH EVRAZ

























UVZ Corporation and EVRAZ signed a five-year metal products supply contract at the international InnoTrans-2012 exhibition in Berlin. The agreement determines mutual obligations on purchase of metal-roll and railway wheels from 2012 to 2017. As a result of this partnership, UVZ and EVRAZ will establish a market-based price mechanism.
«The two largest Nizhny Tagil enterprises have signed this strategic partnership agreement, which secures stability of the city, the area and the industry. It will become a foundation for the upgrade and the future production development. We cooperate closely and we are confident of our joint success,» said Andrey Shlenskiy, Deputy CEO, Head of Division of Railway Vehicles, UVZ. «EVRAZ intends to strengthen its partnerships through long-term contracts.
Signing this five-year agreement with URALVAGONZAVOD is a major step here,» noted Ilya Shirokobrod, Vice-president, Head of Railway Products Division, EVRAZ. «EVRAZ is a world leader among rail mill products manufacturers and we are sure that EVRAZ products will fully meet our partner’s demands,» he said.

UVZ TO EXPAND TO LATVIA

























President of the Republic of Latvia Andris Berzinš / Berzins met CEO of OJSC «RESEARCH AND PRODUCTION CORPORATION «URALVAGONZAVOD» Oleg Sienko in Riga. 
At the meeting one of the points discussed was prospective building of a plant for production and repair of railway cars. After the meeting, Oleg Sienko told the press that president Berzins was content with UVZ plans.
Jelgava was selected as the location for the project and local government has approved it. The new enterprise will be space efficient and automated. The plant will hire highly qualified specialists. UVZ is intended to create jobs for hundreds of people. Minister for Transport of Latvia Aivis Ronis has also voices his support for the project.
He noticed that the new enterprise will cover the Latvian rolling stock growing demand.At the meeting Oleg Sienko distinguished Latvian railway’s long-standing traditions, its professional employees, favourable investment climate and opportunities for cooperation with state and municipal governments.

WORLD PREMIERE AT EUROSATORY 2012






UVZ Corporation has for the first time displayed its modernized T-90 tank and Tank Support Fighting Vehicle also known as «TERMINATOR» abroad at Eurosatory 2012, the Land Defence and Security Exhibition held in Paris. The vehicles were shown together, as they are supposed to be used, at UVZ open-air exhibition stand.
The UVZ show stand was attended by Brazilian, Kuwaiti, Ecuadorian and other delegations. Another UVZ exhibition stand was located in the pavilion. There UVZ displayed products of «CHTZ-Uraltrac», «Design Office Of Transport Mechanical Engineering», «Central Research Institute «Burevestnik», «Scientific And Production Enterprise «Electromashina», etc.
UVZ delegation headed by Oleg Sienko, CEO of OJSC «RESEARCH AND PRODUCTION CORPORATION «URALVAGONZAVOD», negotiated with French partners including Safran Group, Belgian FN HERSTAL and others. Both of the UVZ exhibition stands were attended by Dmitry Rogozin, deputy Chairman of the Government of the Russian Federation, General Nikolai Makarov, Chief of the General Staff of the Armed Forces of the Russian Federation, First Deputy Minister of Defence of the Russian Federation, Aleksandr Sukhorukov, First Deputy Minister of Defence of the Russian Federation and Yevgeny Kuyvashev, Sverdlovsk Region Governor.
Moreover, a briefing was held with UVZ CEO Oleg Sienko and editors in chief of Russian, French, Spanish, Romanian, Brazilian, Slovak, Italian, Indian and other world-renowned military-industrial media.

OLEG SIENKO: DEVELOPMENT OF THE 1520 AREA



The first day of the VII International Rail Business Forum "1520 Strategic Partnership" in Sochi saw a plenary session on “EU-1520-APEC: TransEurasia economic corridor”. Oleg Sienko, CEO of OJSC “RESEARCH AND PRODUCTION CORPORATION “URALVAGONZAVOD”, was one of the speakers. The key questions raised at the discussion were strategy for the development of Europe-Asia transport corridor and cargo delivery efficiency.
Oleg Sienko emphasised that EU and APR countries are reluctant to opt for through shipments. As a result, the 1520 area doesn’t realise its full transit potential, but use only 2-3% of volume of shipments between EU and Asian-Pacific Region. There is a need to join together in order to make some arrangements.
Flaws in cargo shipment system, technical regulation that affects safety of transportation, detains at borders, numerous taxes and extra levies are the holdbacks that countries of the 1520 area face when dealing with freight transport. The main obstacles though, are bad railroad tracks, border crossing impediment, freight car fleet is obsolete.
“We suppose, in order to boost development of the international rail though traffic we need to update Russian transport network that borders with foreign ones and provide transporters with modern freight cars”, said Oleg Sienko. 
According to statistics, average freight car age amounts to 19 years. One of the steps to the upgrade is a prospective program launched by UVZ and Russian Railways. The program is aimed at out-of-date rolling stock utilization. 
Oleg Sienko is positive that the above mentioned measures will improve the situation in EurAsEC.
